スイスで電子IDカード法案が成立した。9月の国民投票では賛成50.4％と、過半数をわずかに上回る形で可決された。2021年に一度廃案となった同法案だが、今回ようやく成立に至った。
背景には、スイス国民の根強い「プライバシーへの不安」がある。日本でマイナンバーカードの普及が進まなかったように、スイスでもデジタル化には抵抗感が強い。その理由の一つが、スイスが持つ独特の歴史にある。

さらに、Google Street View に対する強い規制も有名だ。顔やナンバープレートを完全に匿名化せよと訴訟が起こり、最高裁は「完全匿名化は不要だが、ユーザーがぼかしを要請できる仕組みを整えるべき」と判断した。こうした事例からも、スイス社会がプライバシーにいかに敏感かがうかがえる。
今回の電子IDカード導入も、便利さと不安のせめぎ合いの中で成立したものだ。今後は「クラウド社会における安全性をどこまで担保できるのか」が、最大の課題となるだろう。
